Biographical Note
He studied Laws at “Centro Universitario Continental”, a Master’s Degree on Applied Public Governance and Regional Development Prospective at “Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM)”, and a Ph.D. in Public Policies at “Universidad Autónoma del Estado de Hidalgo”.
He is a specialist on Transparency matters, information access, personal data protection, document management, open governance, human rights and public administration. He worked at Transparency Institute, Government Public Information Access and Personal Data Protection in the state of Hidalgo for 12 years, where he collaborated in legal, administrative, planning, coordination, and social communication areas as well as a dispatch coordinator for the President Commissioner.
He has taken specialization diplomas, seminars, and courses at “OEA”, “CIDE”, Accountability Report Net, US Agency for International Development (USAID), “La Universidad Michoacana in San Nicolás Hidalgo”, ITESM, the National Institute for Transparency. Information Access and Personal Data Protection, and the Nation’s Supreme Court of Justice.
While working at the Transparency Organ in Hidalgo, he reconciled the legal framework and the institutional planning instruments; he also designed the access, classification, and information reserve procedures to comply with the transparency reform in 2014. He adhered the Institution to the National System for Transparency and supervised the institutional transition to the General Laws for Transparency. He implemented training actions for public servants and for the dissemination to educational institutions. He was appointed as a liaison for the implementation for the National Program for Transparency and Personal Data Protection as well as for the Transparency Metrics developed by “CIDE” in 2014.
Academically, he has contributed to the education of professionals at “Universidad de las Américas Puebla”, and he has been invited by the Political Analysis Argentinian Society and Saint Martin’s National University in Buenos Aires, Argentina, to talk in the XIV Political Science National Congress about Information Access. The Nation’s Supreme Court of Justice, through the Houses of Legal Culture General Office, called him to participate in encounters to promote human rights, and to emphasize handicapped people’s rights as well as to discuss the protocols to follow by people imparting justice. He has been in charge of UAM’s office for Transparency since September 1, 2021.
